HB 2740 (Oppose) – DEAD
Under current Washington law, any detectable amount of THC causes a product to be classified as a “cannabis product,” subject to the state’s marijuana regulatory system. This effectively prevents hemp-derived cannabinoid products containing THC from being sold outside of licensed cannabis channels. HB 2740, introduced today, would establish a regulatory framework for hemp-derived cannabinoid products in Washington State, creating a lawful pathway for products containing limited amounts of THC.
 
If passed, HB 2740 would have allowed hemp-derived cannabinoid products to be regulated separately from cannabis, but it would have adopted the federal 0.4mg total THC per container limit, an extremely restrictive threshold that would significantly limit the availability of hemp products. While this would have represented an improvement over the current prohibition-level standard, the bill would have codified an arbitrary THC limit that is far below scientifically supported serving-based thresholds and would constrain the development of a meaningful hemp marketplace.
