Colorado lawmakers are preparing to introduce legislation establishing a clear regulatory framework for hemp-derived THC beverages. The forthcoming “Regulation of Lawful THC Beverages” bill would allow low-dose hemp beverages (up to 10 mg THC per container) to be regulated and sold through the state’s existing alcohol distribution system, ensuring appropriate safeguards for consumers aged 21 and over.

This legislation is intended to provide regulatory clarity, create a new revenue stream for the state through excise and sales taxes, and support Colorado-based businesses, including restaurants, bars, and liquor retailers. As drafted, the bill is designed to be self-sustaining through licensing fees and enforcement funding mechanisms.

At this stage, the bill requires approval of a late bill title from House leadership in order to be formally introduced.
