Proposed Rule 801 requires Delaware police officer applicants to pass a drug-screening test for several “drugs,” including CBD. The rule confuses CBD for a drug and marijuana and does not include an exception for hemp or hemp-derived CBD. Delaware has a significant interest in recruiting and training a police force, but hemp is not marijuana.
