Arizona: SB 1702 (2025) – Pro-hemp Regulatory Bill; SB 1556 (2025) – 3 Tier for beverages

Defeated: Arizona SB 1702 was a pro-hemp regulatory bill backed by our friends at the Hemp Industry Trade Association of Arizona (HITA), along with several other stakeholders. SB 1702 would have implemented a 21+ age gating for hemp products, require mandatory third-party lab testing, grant enforcement powers to regulators, and create requirements for licensing, registration, labeling and marketing. By creating clear licensing and compliance structures, it would have provided legitimacy and stability to Arizona’s hemp industry, protecting law-abiding businesses from bad actors who may sell unregulated or unsafe products.

 

Defeated: Arizona SB 1556 would have regulated adult hemp beverages like alcohol, regulating them under the Arizona Department Of Liquor Licenses And Control (DLLC). Sales would have been limited to premises or stores licensed to sell alcohol. An adult hemp beverage is any single-serving container that contains no more than 10mg D9-THC, or any resealable multi-serving container that contains no more than 30mg D9-THC. An Adult Hemp Beverage Manufacturer license would be required to manufacture hemp beverages, no cap on gallons produced. Our reading was that, due to the alcohol license requirements, e-commerce sales would be prohibited.
