SB 3 (Oppose) – Died
Oklahoma lawmakers considered SB 3, which would have adopted a federal-style total THC limit based on a 0.4 mg per-container standard. This would have effectively banned an estimated 95% of compliant hemp products currently on the market — eliminating jobs, closing businesses, and harming the Oklahoma farmers and retailers who depend on this industry.

The USHR supports strong, science-based hemp regulation, such as that proposed in HB 4248, but SB 3 goes too far.

SB 3 did not become law. It appears to have been converted from a 2025 biosolids bill into a 2026 industrial-hemp bill, passed the House, but did not receive the required final Senate action before the Senate adjourned sine die.
