SB 903 was meant to distinguish between non-intoxicating hemp products and intoxicating adult-use cannabis. Governor Glenn Youngkin’s bill substitute, which maintains concerning provisions from the original bill, would destroy the hemp and CBD industries in Virginia. In particular, the requirement that hemp products be limited to 2 mg of total THC per package or have at least a 25:1 CBD-to-THC ratio is arbitrary and could lead to products with toxins and unsafe cannabinoid amounts.
