HB 3948 and companion bill SB 1778 clean up and improve Texas’s hemp program. We sent a letter to the bills’ sponsors to generally support these efforts, but also urged the sponsors to consider repealing Texas’s ban on manufacturing smokable hemp products. Such a ban serves only to force businesses—along with the capital investment and current jobs that they provide—out of state.
