A3580 and S 2313 would prohibit the distribution or sale of any product that contains any amount of THC to persons under 21. This kind of blanket prohibition, even for legal hemp-derived products that are safe and pose no risk of intoxication, is unwise policy and likens non-intoxicating products like hemp-derived CBD to impairing substances like alcohol.
